Decentralization of power meaning dividing the power of the central government and giving it to the states or local governments. The Panchayat Raj or system can be defined as the Village, taluka and district government which comes under the local government system.

In India the panchayat system was first implemented by the former Prime Minister Jawahar Lal Nehru on 2 October 1959 and article 40 of the Indian Constitution deals with it. The Constitution of the Panchayat Raj has been given constitutional recognition by the 43rd Constitution Amendment Act, 1992 in the Constitution in 1991.
