The answer is true. An easy way to find out if the decimal is terminating or not:

Step 1- convert the fraction in lowest term

Step 2- do the prime factorization of the denominator

Step 3- if any number except 2 and 5 comes in the factorization then the decimal is non terminating.

Prime factorization of 16( as the fraction is already in lowest term)=2×2×2×2

As only the number 2 is coming in the factorization, it is a terminating decimal.
