Means the point is after one digit .

So, to remove the point and to convert the decimal into fraction we have to divide the given number by 10.

=

$\huge\frac{0.3}{10} \: = \: 3$

And as 3 is a rational number so we can write it as - $\huge\frac{3}{1}$ which will be equal to 3 and the q that is one is not equal to zero and PQ that is 3 and 1 belongs to Z .
