In question the decimal is 0.3

Means the point is after one digit .

So, to remove the point and to convert the decimal into fraction we have to divide the given number by 10.

=

 \huge\frac{0.3}{10} \:  =  \: 3

And as 3 is a rational number so we can write it as - \huge\frac{3}{1} which will be equal to 3 and the q that is one is not equal to zero and PQ that is 3 and 1 belongs to Z .

(Z means integer).
