If you keep hard steel in place of soft iron in a solenoid and switch on the current for sometime, then hard steel converts into a magnet.
But when the current is switched off, the hard steel does not lose its magnetism.
This means that hard steel converts into a Permanent Magnet.
Therefore, to make a permanent magnet, a magnetic material is kept on the Strong magnetic field (like that present inside a solenoid).
