If the medium 1 is to be taken as vacuum or air then the refractive index is considered with respect to vacuum. This is absolute refractive index of the medium

Absolute refractive index is defined as the ratio of speed of light in air or vacuum to the speed of light in the medium.

n = c/v

=Speed of light in air/speed of light in medium.

If medium 1 is vacuum and medium 2 is glass then

n(glass)=1/n(air with respect to glass )
