⇒ EMF is the potential difference between two terminal's of a voltage source, when it is not connected to any circuit .
when it is connected to a circuit , the voltage reduces slightly because of the internal resistance of the voltage source.

yes . when the circuit is not connected then it is open circuit and no current flows .
