□ Mr. Chelmsford, and a committee of four members formulated his proposals. The report known as Mantford Reforms was simultaneously published in India and England in 1918. On the basis of the reforms scheme proposed by Montford, a Bill was introduced in British Parliament and passed in 1919. It received royal ascent on December 23, 1919. The new Act has a Preamble prefixed to it which defined the underlying principles on which the Act had been prepared.
