Solution:

Medical termination of pregnancy is the process of of ending the pregnancy by using drugs.

MTP is considered safe in first trimesters. But doing so in later trimesters may involve risk factor.

The Medical Termination of Pregnancy Act was carried out in 1971.

Which said, pregnancy can be terminated legally upto 20 weeks. 

Termination of pregnancy is permitted for conditions up to 20 weeks of gestation

When continuation of pregnancy is a risk.
When there is  risk that the child, if born, would be seriously handicapped When pregnancy is caused due to rape 
When pregnancy  is caused due to failure in contraceptive 

The population of the country is growing day by day.

By using many birth control techniques the population of india is controlled.

But still MTP cannot be considered as method of birth control or legalized as it involves a high risk factor. 

Also in rural india still a male child is favored over a girl child so when they come to know that they have a girl child in their womb the people try to MTP

this practice will control populations for sure but it will affect the sex ratio of the country. The sex ratio is very important for a healthy growth of the country . So we need to stop MTP of a female fetus.

Hence we cannot consider MTP as method of birth control.
