the word negative means here that the atom contains electron.

and

for positive means that deficiency of electron.

There is no positive or negative valency. Valency is the number of electrons needed for an atom to attain octet configuration. So the number of electrons cannot be negative. That is obvious!!!! . Only the charge in the io can be -ve, 0 or +ve
