System programs are software such as the operating system and bootstrapping softwares that are written to interface the hardware , and firmware.  The users will make use of facilities/services given by the operating system only.

System programs also consist of compilers, assemblers, device drivers, computer or peripheral performance tuning softwares.  These programs handle hardware, peripherals , resources on the computer.

A system program or a system software is a program which allows other programs or applications to run on the PC. If system program will not be installed then a PC can't work. For eg. -----> Operating System ( OS ).... If OS is installed then only we can access application softwares......
