Think of shells, subshells, and orbitals as containers of decreasing size.

A shell may contain a number of subshells and each subshell contains orbitals.

Orbitals are the most compact container and have at most 2 electrons of opposing spin. (Pauli Exclusion Principle).

The second shell is composed of 2 subshells. The first subshell has a single orbital and can contain 2 electrons. The other subshell has 3 orbitals. each of which can contain 2 electrons for a total of 6.

So the second shell has 8 possible electrons.

The third shell has 3 subshells one with one orbital (2 e-), one with three, one with five , for a total of 18 electrons. and the pattern is continued.

Electrons fill shells in a specific order.

This order is defines the energy state of the electron.

The orbitals fill up from lowest energy to highest, and sometimes an orbital in a higher-numbered shell will have lower energy than one in a lower shell...

An energy level speaks to the state of the electrons relative to their lowest possible or ground state (the closest they can be to the nucleus, considering other electrons interfering and fill order).

Numerous circumstances will promote electrons from one energy level to another and when they fall back to ground state the result is the emission of photons (visible light).
