Blind Spot: The blind spot is an area on the retina that does not have any nerve cells. Therefore, an image that falls on this region will not be seen.

Persistence Of Vision: The eye and the brain retain the inpression of an object's image formed on the retina for a short period of time. The impression persists for 1/16th of a second. Due to this, the images you see just before mixes with the image you are watching at that moment. This illusion type of thing is called persistence of vision.
