Union, state and concurrent lists are mentioned in the schedule 7 of the Constitution of India. Basically it's a mechanism of division of power between centre and state. The subjects on which the respective governments (central and state) can make law is defined in these three lists.

Union list : Subjects on which central government has exclusive rights to make the law comes under this list. There are currently 100 items in it.

The Union list includes the subjects of national importance such as defence, foreign affairs, banking, communications etc. The Union government alone can make laws relating to the subjects mentioned in this list.
