- Such areas are small in size and population with the expectation of Delhi, the capital of India. It is now called National Capital Territory of Delhi (NCT Delhi). It enjoys a special status unlike other Union Territories where the administration is under a Lieutenant Governor or a Chief Commissioner only. Delhi has an elected Assembly and a Council of Ministers headed by the Chief Minister as well as a Lieutenant Governor.
