Valency refers to the ability of an atom or a group of chemically bonded atoms to form chemical bonds with other atoms or groups of atoms. The valency of an element is determined by the number of outer shell (valence) electrons. The valency of polyatomic ions (such as SO42- ) is the charge on the ion.

HOLA MATE HERE IS UR ANSWER ♥♥

Valency is the number of electrons that need to be added or removed from outermost shell of an atom to complete its octate or satisfy the octate rule. Charge is the value attained by the atom after removal or addition of electron/s. ... Valency isdefined for atoms (neutral species) while charge for ions(charged species).
