Velocity - It is a vector quantity. It is a rate of change of distance which need both magnitude and direction.

Acceleration - It is the rate of change of velocity

Yes, it is possible for a body to have a zero velocity but constant acceleration as when a body move in a path and comes back to his initial position then its velocity becomes zero because the displacement is zero and the acceleration is constant .
