Nitrogen in the atmosphere causes blue light to scatter. That’s why the universe is mostly dark. There is not enough nitrogen and oxygen in space to scatter the light from distant stars. In the tropics, where the water is often very clear from the high evaporation rates that make it very difficult for organic matter to survive other than as plants and corals that can attach themselves to a substrate.

The blue light from the sun and the atmosphere has the shortest wavelength of the visible spectrum, is the most abundant, and can penetrate water the deepest, but that declines with latitude due to the declining incidence angle of light. A glass of clean water does not have enough volume to make the blue light noticeable but a room on the side of a building that is turned away from the sun/tropics has very different light than what a room with a window turned toward the sun/tropics has. That’s why painters often advise not to paint a room not facing the sun/tropics in warm colours instead of greens and blues.

While , the water is colourless and transparent because all the except a tiny bit of blue ( for pure water ) are reflected back . Since water reflects all colours together and it looks colourless in the glass .
