A wave consisting oscillating electric and magnetic field perpendicular to each other and also perpendicular to the direction of propogation of the wave.

Electromagnetic waves are formed by the periodic vibrations of the mutually perpendicular electrical and magnetic fields in a plane normal to the direction of wave propagation ..thus electromagnetic waves are the transverse waves which have speed same as that of light and they can travel through vacuum ....
