rational number is any numberthat can be expressed as the quotient or fraction p/q of two integers, a numerator p and a non-zero denominator q. Since q may be equal to 1, every integer is a rational number. ... Moreover, any repeating or terminating decimal represents a rational number.

AND 0 is a rational number.A rational number is the one which can be expressed in the form of p/q, where q is not equal to 0. As 0 can be written as 0 = 0/1,( or any non-zero denominator) hence it is an irrationalnumber.
