Valency is the combining capacity of an element. Every element reacts (combine) so as to get stable. To get stable it has to fill all its shells this can be done by losing or gaining some electrons. If it gains an electron it gets negatively charged and if it loses it gets positively.
The final shell of an atom should hold 8 electrons to get stable but there are some exceptions too like hydrogen and helium.
Reaction leads to the formation of compounds.
