This is because Chennai is near the sea so there is influence of the nearby seas on the climate. On the other hand Delhi is not surrounded by any sea and also it is in the north of India whereas Chennai is in the south so many factors like winds, nearness to the equator, etc. influence the climate of both the places differently. That's why their climate is different although they are both situated on plains .
