Delhi as a state doesn't have great powers because it doesn't enjoy the rights and powers of a state and it is under the control of central govt. This is because Delhi is too small to emerge as a separate state nor it could be merged with the existing states

Because delhi is not a state, but it is union territory. he Delhi is govern by central government, the state can apply laws which are in the state list and no Central Government can affect those laws. but for the union territory all the subjects are according to the central government.
