yes in democracy rulers are elected by the people.
but in other forms for instance in monarchy people have no choice regarding electing or changing the rulers..

I agree with you : Democracy is a form of government , the members are elected by people , it is a people's government , For the people , by the people & to the people.
People are taking into the consideration. People only elect the representatives , government. Now a days as per technology has changed a lot - This is effectively attacking the democracy.
