Democracy is indeed based on the idea of deliberation and negotiation, and thus delays also are bound to take place, since they have to arrive at important decisions.

Since they are liable to follow norms and also have the responsibility to lend a responsible decision, this actually delays them. But this delay does not makes them inefficient.
