1) Pay tax on every animal pastrolists gazed .
2) The tax per head of cattle up rapidly and the collection was also increased.
3) The right to collect tax was auctioned out to contractions .
4) Each Pastronalist was given a pass to enter a grazing tract , a cattle herder had to show the pass and pay the tax.
5)The number of cattle , heads he had and the amount he paid , were entered on the pass .
