Gulliver loved to travel, so when was in the sea he was washed ashore where the little people of 6 inches caught him and tied him up. When Gulliver got their trust by showing good behavior they set him free and included him in their government as he can prove to be a valuable asset. He found it interesting how they behaved and decided matter of politics by rope dancing etc. So he explored around by staying their for some time
