After obtaining his
freedom from the Emperor, Gulliver requested to see Mildendo, the metropolis.
The Emperor granted the request on the condition of neither hurting any
inhabitant nor their houses. Gulliver took special precautions of wearing a
short waistcoat to avoid damaging the roofs and eaves of the houses. He walked
with utmost caution to avoid treading on stragglers that might be in the
streets, although there were strict orders that people should keep in their
houses. As Gulliver moved carefully across the city, stepping over houses and
other buildings, people had crowded on rooftops and garret windows to have a
glimpse of him.
