Describe how you would promoted reading environment in your English class room

As much as i understanding goes i think the question is about an ideal environment for english teaching.
actually for that, you need to keep organising different activities in class like debates in teams, speech, quizzes, even dictation games for starters.
this worked in my school, my english teacher ma'am made english more than just stories for everyone.
