Well refraction is when light penetrates a medium. Reflection is when, well, light reflects. When you penetrate a medium the light always bends at some angle given by the dielectric change. When reflecting there is no change in medium and so the light bounces back at the same angle it came in, albeit reflected about the normal vector. This reflection is why you see stuff backwards in a mirror. The refraction is why pencils look bent in a glass of water.

But mirrors don't create bending and water doesn't reverse images.
