in order to accommodate the diversity, the constitution of Belgium was amended 4 times between 1970- 1992
1. there was equal representation of the Dutch speaking people and the French speaking people in the central govt.
2. some powers of the central govt were given to the state govt. the state govt was not a subordinate to the central govt.
3. the capital Brussels had a separate govt with equal representation of both the language speaking people
4. other than this there was a third govt called the community govt which can be elected by people of any language and dealts with issues related to lang, religion etc.

Equal distribution of seats -

According to new arrangement, Dutch and French speaking minister's have been given equal status in central government.

Besides, state government for two reasons, have been given maximum powers and the state government are not treated as subordinate to the

Central government.

Equal representation in Brussels -

In the new aggreement, Brussels the capital city of Belgium, equal representation given to both Dutch and French speaking people.

Community Government -

The Belgium model introduced a new concept of third kind of government "The Community Government". This government is elected by the people of same community.
