Unforeseen circumstances are situations or dilemmas you might have to face that you cannot see coming ahead of time, such as a car crash, an illness, a family emergency, etc.  This term is usually used to mean things that can happen to you that PREVENT you from doing something.

Ex:  The exam must be taken next Monday.  Exceptions will only be made for students dealing with unforeseen circumstances.

political situation: adjective. Of, relating to, or dealing with the structure or affairs of government, politics, or the state: a political system. Relating to, involving, or characteristic of political parties or politicians: a politicalcampaign. Interested or active in politics: I'm not a very political person.
