Describe the first encounter of Mr. Ortis with ghost

Mr. Otis was woken up by the clanking of the chains on the Ghost. However, he is not frightened of the Ghost, instead he offers him "Tammany Rising Sun Lubricator" to reduce the sound made by the chains. Mr. Otis' nonchalant manner shocks the Ghost. His casual manner of conversing with a scepter add to the comic element of the story. Mr. Otis is a rational American who is incredulous at having come across a ghost, but does not consider it to be a reason to be scared of something supernatural.
