Colonial rulers aimed at converting the grazing lands to cultivated farms in order to enhance the land revenue. They also increased the number of cultivated lands to produce more cotton, wheat, and jute to meet the requirements of England. The increase in cultivated lands reduced the number of grazing rounds drastically.


Waste land rules were established from the middle of the nineteenth century. According to this, uncultivated lands were taken up by the colonial rulers and handed over to few selected people for settlement. They were also given many concessions and some individuals were made headmen.
