Describe the need for reserved constituenties for scheliute tribe and caste

In earlier times even in now a days,SC and ST were called unprivileged classes. They were not given equal titles and rights in the society. Most of the SC and ST communities were found very poor as they don't have their own lands for cultivation. They are uneducated too.So,reserved constituencies are given to them for the development in economic and social sector.
