This is your answer!!

In Belgium out of 100 people, 59 percent were Dutch, 40 percent were French and 1 percent were German. French in Belgium were economically better as compared to Dutch. This led to conflict amongst two.

Thus a Belgium sharing arrangement has following provisions.

1. The constitution was amended 4 times in order to accommodate both the communities.

2. In central government equal numbers of French and Dutch ministers were kept.

3. State government for flemish and wallonia region were separated, they were not subordinate to central government.

4. In the capital Brussels a separate government was elected which have equal number of French and Dutch ministers.

5. A separate community government was elected by French, Dutch and German people. This government was formed for solving cultural issues. Thus the problem of majoritarinasm in Belgium was solved through power sharing.
