Parliament had a major role in the implementation of Mandal commission.
It influenced and shaped the decision of the government.
It brought pressure on the government to act on the mandal recommendation. If the parliament was not in favour of this decision, the government could not have gone ahead.
So, therefore, parliament played an important role in the implementation of Mandal commission.

Hope it helps :)
