Atmospheric pressure simply gives elasticity to the phase transfers. Solutes also do this in intuitive and counter intuitive ways. Ethylene Glycol, Sodium Chloride and Ethanol are examples of materials that are semi miscible, or miscible in water and result in the adjustment of the freezing and boiling points. 

If you put salt water in a vacuum distillation you can boil it at temperatures far lower than 212 degrees. You can also pressurize the system and raise the salt water boiling point to or above the 212 degrees.
