The basic two principles of Rule of Law are as follows -

Rule of law suggests , any human being isn't above the law and also governmental decisions taken by the particular government . Now a days mostly in english speaking countries the rule of law governs the most .

Another principle of it is ,The Rule of Law restrict the powers of Government by judicial decision which written on the Constitution .The Rule of Law is meant to prevent dictatorship and to protect the rights of the people.

So we must say that ,The Rule of Law is very important to develop the economic portions in developing and developed countries.
