Kerosene Oil spread on water forms a thin layer over water. This layer of Kerosene Oil on water is formed due to the less density of Kerosene. The light incident on it gets refracted by the Kerosene and the water partially reflects the incident light. This combination of refraction and reflection makes one see colour, when illuminated with white light.
