Explanation:

Muhammad implied more and more taxes on farmers assuming that farming is yielding more profits. But, unfortunately due to drought in that year, many farmers were forced out of frustration to leave farming and became dacoits and robbers.

To improve agricultural system he appointed new ministers and special department was set up, but it all went into corruption and his schemes failed miserably.
