The three Categories of the Ministers that Constitute the Councils of the Ministers are---

# Cabinet Ministers.
# Ministers of the State.
# Deputy Ministers.
# Parliamentary Secretaries.

Cabinet Ministers.

They are the most important ministers of the Councils of the Ministers.. They hold the Charge of the most important portfolios like Defense, Home, Finance, Sports, Foreign Affairs,etc.
They are the Senior Leaders of the Party and are generally the Close associates of the Prime Ministers. They are generally 20 in numbers and are collectively termed as Cabinets.
 
Ministers of the States.

They are the Juniors to the Cabinet ministers. They may or may not hold the Charge of the Departments.The Prime Ministers may or may not consult them. They do not attend the Meetings of the Cabinet but if something concerning there departments is to be discussed, they may be invited to attends the meetings of the Cabinets.

Deputy Ministers.

They do not hold the Independent Charge of any Portfolios but are attached with the Cabinets Ministers and the Ministers of the State.
They Supervise there work assigned to them by there ministers and Submits the Reports regarding there work to there ministers.They do not take parts in the Cabinet Calibrations.

Parliamentary Secretaries.

Parliamentary Secretaries are neither proper ministers nor do they hold any charge of there departments.They are appointed by the Prime Ministers and are responsible to him. There main functions is to assist the ministers in  the Parliament.
