Ciao,
commonly we think that florine is more electronegative than oxygen. so it shoupd have strongrr hydrogen bond than that of water but it is inetresting to know that its boiling point is lower than water the reason is that florine atom can make only one hydugen bond with electropositive hydrogen of the neighboring molecule. while water can form two hydrogen bonds per molecule,as it has two hydrogen atoms and two lone pairs on oxygen atom.
