A key urgent need to improve agricultural production is to use resources, mainly land and water, more efficiently. However, the change is mainly dependent on large landowners, who own 40 percent of arable land and control most of the irrigation systems, making it difficult to pass wide-ranging reforms. Pakistan is a net importer of agricultural products, with total annual imports of approximately 2 billion USD, including wheat, edible oils, pulses and food additives.
