Diameter = 60cm

Speed = ?

Circumference = 2(pi)r

=2*22/7*30

=188.57cm

Distance travelled in an hour = 60*140 per min*Circumference

=8400*188.57cm

=1583988cm

=15.83988km

Therefore, speed = 15.8 km per hour.
