It actually depends which organisation set the paper.
If you're talking about a school question paper, then I have observed that generally only one or two questions differ, and the rest have their orders interchanged.

This is highly common that the sets given out in the same question paper will have different questions in them. However; in certain cases, the questions can be twisted and asked where the answer for certain questions will be the same. A set contains multiple questions, and at the time it is possible for questions with the same resemblance in different sets of the same paper.
