It seems as if the speaker is already walking down the second road when he tries to explain his choice to the reader. He says the second road is grassier, and it looks more inviting, but it appears to be no less travelled that the first road. Neither road has been travelled that morning, he says. The fallen leaves haven't been trampled underfoot on either road.
