Did the reasons for not calling government under general Sharaf in Pakistan a democracy

In October 1993,Gen.Musharaaf led a military coup. and overthrew a democraticaly elected government.He declared himself as the Cheif executive of Pakistan.Two tears later,his changed his designation to President of the country.He also introduced the Legal Frameworks Order that would give the President to dismiss national and provincial assemblies.He also gave a referrendum that would Grant him five years of extension as president.Human right activists and media claimed that the referrendum was based on malpractices and flaws in it.Though elections took place to the national and provincial assemblies the ones who were elected didn't have the power to take decisions,it was General Musharaaf and military officiers who had the power to take decisions.
