2 Central government can pass order to sub units
3 Central government has all the power
Federal:1)IT HAS 2 OR MORE TIERS OF GOVERNMENT
2)CENTRAL GOVERNMENT CANNOT PASS ORDER TO THE STATE
3)SOME POWER ARE GIVE TO THE STATE AND OTHER TO THE LOW LEVEL FORM OF GOVERNMENT
