Now days, 2nd AC trains are more good and comfortable for passengers.
Few years ago 3rd AC's were the best, they include good bedsheets, curtain, nice pillows and windows and clean area.
Now it has been worse, going from 3rd AC is an challenge for passengers.
Probably, 2nd AC is best now, It has big and nice curtains, it has good pillows and blankets, it has clean area and it includes fan as well, if you are having cold and fever you can off the AC and switch on the fan.
I would say that 2nd AC is more good than 3rd AC.

AC 3 Tier (3 AC)
It has three tiers of bunks – upper, middle and lower on one side and two (upper and lower) along the the other side of the aisle. It's more crowded than AC 2-tier, and it lacks the privacy curtains and individual berth lights found in AC2. You are still provided with bedding for overnight trains.
