Active and passive data dictionary are the two types of data dictionary.
In active data dictionary. 
An active data dictionary is also known as integrated data dictionary.And it is manage by database software automatically. Most of the currently database software system have this dictionary.

In passive data dictionary  also known as non-integrated data dictionary. and this is used for  only documentation. User of the system can control passive data dictionary and it is modified when the database structure change.

a passive data dictionary is updated, it is done so manually and independently from any changes to a DBMS (database) structure. With an active data dictionary, the dictionary is updated first and changes occur in the DBMS automatically as a result.
